A claim is put forward for one James Chalmers of Arbroath, Scotland, who submitted specimens of adhesive postage stamps to a committee of the House of Commons in 1834. Rowland Hill is also credited with the invention, having experimented with adhesives in 1837. As Hill directed the British postal arrangements for many years, he was probably the first man to lick a stamp.
